Information Management to Help Safeguard America

customer: U.S. Department of Homeland Security (DHS)
Project: Classified: Transportation Threat Assessment Support to a Large DHS Component
customer Need: As part of its program to protect the country from terrorists transporting hazardous materials, DHS needed a secure, reliable framework for tracking driver information to help ensure that commercial drivers licenses are not issued to drivers posing a security risk. This required a solution that could handle detailed tracking of over 2.7 million license applications and renewals per year.
Our Approach: InfoZen tailored its RapidAdjudicator™ platform to meet DHS's needs in the form of a robust, web-based suite of tools that can accept applicant data, acquire criminal record search results, and automate an initial determination of driver acceptability. Using a natural language processor (NLP) to pre-classify applicants based on specified rules and text returned in criminal records and other data sources, InfoZen provided DHS with a streamlined solution to a complex problem.
Results: Using InfoZen's intuitive interface and streamlined platform, DHS adjudicators can make efficient and accurate eligibility determinations backed by comprehensive audit trails. Furthermore, DHS can take advantage of comprehensive, effective document management capabilities throughout their application-processing cycle.

Successful Improving SDLC Processes at USDOJ

customer: U.S. Department of Justice (USDOJ) Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF)
Project: Information Technology (IT) Analysis Services
customer Need: ATF required high end technical and management support in ensuring ATF mission critical systems support business requirements. This included developing requirements for enhancing current systems as well as documenting current and evolving business processes.
Our Approach: In bringing rigor to the ATF SDLC process we have implemented reviews of work products with key stakeholders in order to obtain feedback and acceptance. InfoZen has been intimately involved in defining requirements and supporting business users in the planning and rollout of the ATF eTRACE application that has been deployed across the United States, in Mexico and in the Caribbean. In support of the ATF's initiative to migrate to a Services Oriented Architecture, we helped develop NIEM compliant specifications and business rules to provide ATF data in XML format using LEX 3.0 to the DOJ's Regional Data Exchange (R-DEx) program.
Results: Work for ATF has led to improved mission system interoperability and application integration.
  • Introduced repeatable processes based on CMMI best practices
  • Surrounding the current ATF SDLC framework with better data exchange capability based on SOA and NIEM/LEXS development efforts.
  • Better program management and control.

Technology and Management Support for a Better DHS

customer: U.S. Department of Homeland Security (DHS) - U.S. Citizenship and Immigration Services (USCIS) - Office of the Chief Information Officer (OCIO)
Project: Strategic Planning to Implement New OCIO, Program Planning Support for Data Center Consolidation, and Financial Management Support for CIS IT Systems
customer Need: The USCIS OCIO required expertise in making significant improvements to technology services, upgrading dated systems, coordinating fragmented investment management practices, and taking responsibility for faster, better and more secure results.
Our Approach:

InfoZen has aided the Office of the Chief Information Officer at DHS - USCIS with a variety of critical operational needs, including:

Initial Organizational Definition and Strategic Planning: Upon creation of the new Office of the Chief Information Officer in 2004, DHS - USCIS turned to InfoZen to help plan, implement, and manage the new organization. We worked with the nascent OCIO to translate its general mission and objectives into targeted, actionable business imperatives; additionally, we took on rapid "as-is" assessments of the USCIS infrastructure and improvement projects to understand their contribution to the organization's performance objectives. InfoZen also reviewed key business processes, and capabilities, to determine "best fit" options for the organization, and reviewed the organization's capabilities to ensure suitability of skills, structure, staff and performance management. Finally, InfoZen developed an organizational structure and roadmap, as well as communication and change plans, to help align the organization's objectives with its operations.

Program Planning Support for Data Center Consolidation and Infrastructure Management Initiatives: InfoZen was tasked with providing key support to the DHS Data Center Project for consolidating the agency's existing Organizational Element (OE) data centers in a rational, cost-effective manner to improve information-sharing capabilities. In order to facilitate a smooth aggregation of information as the Office transitioned to a consolidated Data Center state, InfoZen provided planning, design, development, and deployment, along with related documentation and technical and operational services as needed to support the changeover. As a result, USCIS has smoothly planned and executed several critical infrastructure changes, and the agency has also benefited from consistent, single-source representation on various DHS boards and committees managing the department-level technology initiatives.

Financial Management Support: InfoZen was selected to devise and implement a comprehensive financial management plan for the OCIO, including spend plans and budgets for all known expenditures in USCIS. InfoZen's team of specialists defined baseline budget parameters for the office; established program/project inventory portfolio content and points of contact; supported the development of Financial and Planning Submissions; and performed key budget and financial planning and implementation, resulting in a 50% increase in OCIO's Exhibit 300 scores and the highest score on initial submission among all DHS OMB 300s.

Results: InfoZen's work for OCIO has helped the Office grow from a newly-created branch to a more focused, effective organization with clearly-defined priorities, comprehensive financial management plans, and a firm strategic foundation.
